President – John Drew

The President is the figurehead of Devon RFU, acting as an ambassador to clubs, other County RFUs and stakeholders. They use their experience and contacts to foster a thriving, inclusive and sustainable rugby community within the county.

John is a lifelong member of the rugby community, deeply rooted in Withycombe RFC. Known for his unwavering commitment both on and off the pitch, he has dedicated decades to supporting grassroots rugby and remains a respected figure across the local game.

Chair – Simon Fuller

The Chair provides strategic leadership and collaborative governance of the Board of Directors. They represent us as our primary spokesperson, championing Devon and supporting its development. Their focus is on supporting the game at all levels, ensuring the County Union is both forward-thinking and rooted in rugby’s core values.

Secretary – Tim Warren

The primary duty of the Secretary is to act as the principal administrator. This includes overseeing the general running of Devon RFU and acting as the main communications link between internal and external stakeholders.

Tim joined Devon RFU as Secretary at the start of the 205/26 season. He stopped playing the game after university and became an ‘armchair expert’ until being dragged back to volunteer as a Referee and administrator for his son’s age-grade team. This led to Refereeing at senior level before deciding he was better qualified to yield a pen than a whistle! He is now Devon's Chief organiser and font of all knowledge.

Director of Finance – Simon Farmer

The Treasurer is the member of the Executive Leadership team responsible for overseeing our financial management and sustainability. This role ensures compliance with legal and regulatory financial requirements, provides strategic advice on financial matters, and supports us in achieving our goals in alignment with our governance framework.

Director of Governance – Graeme Gillard

The Director of Governance leads a management team which comprises safeguarding, discipline, rugby safe and diversity & inclusion. Their role is to ensure rugby is safe, supportive, and accessible to all. They uphold high standards of practice and help create an environment where wellbeing is prioritised at every level of the game.

Graeme has been part of Newton Abbott's rugby infrastructure for many years. Since the pandemic, he has been leading the way as the Age Grade Chair for Devon RFU and is a regular feature on the pitch with the whistle. Alongside his new role for DRFU, he will also be holding the role of Discipline Chair and is an RFU educator for the Referee Society, for which he is also Vice President.

Director of Development – Glenn Channing

The Director of Development provides strategic leadership within Devon RFU, working with the Executive to grow and sustain rugby across the county. They oversee the delivery of coach development, competition management and club relations, ensuring projects are completed on time, within budget and to a high standard, while supporting wider decision-making across the organisation.

Director of Representative Rugby – Sian Brooks

The Head of Representative Rugby for Devon oversees the management and leadership of all County playing squads, ensuring consistent quality, performance and alignment with Devon RFU values. They support team managers across each section, promote inclusive and diverse representation and help maintain high standards of preparation, delivery, and player experience across the representative programme.

Sian has experience spanning 26yrs of playing, coaching and leading, at wide a range of levels and clubs. Alongside the rep rugby role, she will continue on as Head of Girls. She is also the U16s Girls PDG Lead (Player Development Group), U18s Girls Team Manager and Head Coach for Topsham Girls. Having officially hung up her boots, she now focusses her energy on promoting fairness and equality across the game and continues to progress the structure and accessibility of girls' rugby in Devon.

Director of the Male Game – Chris Forster

The Lead for Men’s Rugby develops and delivers a plan that aligns County objectives with RFU priorities, including player retention, transition, safety, and competition structure. They provide leadership across CB-run competitions and support key player transitions to keep the game accessible and sustainable. The role links up with representative rugby and age grade boys to ensure a clear, joined up approach is achieved.

Although Chris has never played rugby, his love of the game and involvement at grassroots level has seen him play a key role in the management and running of Brixham RFC for the last 26 years. He has served as Youth Chairman and as the club’s Vice Chairman for five years and will begin his 21st year as Club Chairman and Managing Director this coming season. He has also served on the Devon committee, with specific responsibilities for cup competitions (with a break), for over 15 years.

Director of the Female Game –

Leads the development, promotion, and support of women’s rugby within Devon. They are responsible for increasing participation, improving player pathways, and fostering a positive and inclusive environment for all players, coaches, officials, and volunteers involved in women’s rugby. The Women’s Rugby Lead work closely with the RFU, local clubs, and schools to ensure that we align with the national strategy for growth and inclusivity in women’s rugby.

Director of Age Grade Rugby –

The Age-Grade Chair is responsible for leading, managing, and developing the age-grade rugby structure and activities within Devon. This includes providing strategic oversight, ensuring alignment with RFU regulations and initiatives, supporting age-grade clubs & schools, and fostering the growth & retention of young players.

RFU Council Representative – Garnet Mackinder

Our RFU Council Member has two principal roles: a) to represent our views and to be a conduit of information from our clubs to the RFU and vice versa; and b) to make certain decisions on behalf of the RFU, primarily to provide monitoring and oversight of the Board on behalf of the members. When making decisions, they act in the best interests of the RFU and its members as a whole.

Garnet started her playing journey at Exeter Saracens in the U18 age group. She got called up for the England U20s, and has also been capped for England 7s. Garnet moved to London and played in the PWR for Saracens and Wasps before returning back home when Exeter Chiefs started their women's team in 2020. Garnet retired from the Premiership in 2022 and thought she'd hung up the boots before deciding to make a comeback for Okehampton Women's team. Garnet has been enjoying grassroots rugby again, had a baby and returned to the pitch last season and was part of the Devon Women's team who brought the trophy home at Twickenham.
Off the pitch Garnet works for Sport England as Head of Equality and is a co-opted member of the RFU Council. Garnet helped to set up the men's Vets League in Devon and is passionate about getting and keeping people on the rugby pitch.

RFU Council Representative – Rob Masters

Our RFU Council Member has two principal roles: a) to represent our views and to be a conduit of information from our clubs to the RFU and vice versa; and b) to make certain decisions on behalf of the RFU, primarily to provide monitoring and oversight of the Board on behalf of the members. When making decisions, they act in the best interests of the RFU and its members as a whole.

Rob has had a long term involvement with Rugby since he started playing when first introduced to the game at the age of 11 at Kingsbridge Community College. Since then, he has been a Player, a Coach, a Referee, a PE & Science Teacher from 1986 to 1997 and the Rugby Youth Development Officer for Devon from 1997 - 2000. He had a long career as the Rugby Development Officer for Devon from 2000 – 2020. From 2020 to the present, he has worked in special needs education and the science department at Kingsbridge Community College. He is an RFU Coach Educator / Trainer and an RFU Safeguarding Tutor. Rob is Club Coaching Coordinator and the Women’s XV Coach at Kingsbridge RFC and an active member of the Devon RFU.

Diversity Lead – Ant Cole

The Diversity Lead plays a vital role in ensuring that everyone feels welcome, valued, and able to participate fully, regardless of background, ability, or identity. They champion fair access, challenge discrimination, and help create an environment where diversity is celebrated and inclusivity is at the heart of every decision.

Communications Lead – Caitlin Stalker

The Communications Lead role involves managing and maintaining the County's official website. Ensuring information is up-to-date, accessible, and aligned with the needs of all stakeholders and supporters of the game. This includes publishing news updates, fixtures, competition results and governance documents, as well as working closely with the social media team to support communication across the rugby community.

Social Media Lead – Jacob Hurford

The Social Media Lead for Devon RFU, oversee's the county’s online presence across the well known platforms - Instagram, Facebook and X. Creating and curating content that promotes our clubs, competitions, and development programmes. The role is closely aligned with the webmaster, working closely with the wider committee to ensure consistent messaging and to celebrate the successes of the Devon rugby community.

Jacob is an experienced rugby coach with over 11 years in the game, progressing from youth boys at Exeter Saracens to leading roles in girls’ and women’s rugby across Club and County levels. He currently co-leads the Devon Girls U18s and supports both the Devon Women’s and Cullompton RFC Women’s squads, playing a key role in Devon’s 2025 Gill Burns County Championship victory.
